How is this even possible to get an in-game penalty outside of the game play? If anything, shouldnt it have been called unsportsmanlike conduct, which he would have gotten had he gone up to someone and tripped them outside of game play? Justin John, Dallas and Justin:Infractions that occur simultaneously with or after a stoppage are typically penalized as though play was actually in progress. I could offer many examples where penalties have been assessed during a stoppage in play including just prior to a puck drop when players are lined up for a faceoff. The rules are applied whether the game clock is running or not. However, rule 57 (tripping) is very specific in stating, "Accidental trips which occur simultaneously with a completed play will not be penalized. Accidental trips occurring simultaneously with or after a stoppage of play will not be penalized." The optimum word in the rule is "accidental." This is intended to allow the referee to exercise common sense and sound judgment in determining that a trip occurring simultaneously with or after a stoppage would have absolutely no bearing on the play. If however, a tripping infraction in the opinion of the referee caused an attacking player from cleanly entering the zone and therefore resulted in an offside at the blue line then the trip would in fact have a bearing on the play and a penalty would be assessed. It was a bang-bang play last night when Mike Ribeiro pulled the puck back and made a shift just ahead of the blue line to avoid a Dion Phaneuf check. Ribeiros move delayed the puck from crossing the line and caused David Moss to jump offside on the right wing. Phaneuf then stuck his stick in the feet of Ribeiro causing the Coyote to trip after the offside infraction had been committed and but a split second before the linesmans whistle sounded. As a result, there should have been no penalty assessed to Dion Phaneuf on the play. The wide camera shot demonstrates that both referees immediately reacted to the trip by raising their arms. The referee in the neutral zone can be seen giving a wash-out signal because once the linesman blew his whistle he realized the play was offside at the blue line. The other referee that made the call from deep inside the Leafs end zone and on the opposite side to where trip had occurred did not pull back on his first reaction to the trip and assessed the penalty. From his position, the ref inside the zone must have deemed that the trip caused the offside and the blue line and therefore should be penalized. I had a similar play one game in Los Angeles when Terry Murray was coaching the Kings. A King forward carried the puck across the attacking blue line. While the referee doesnt usually pay close attention when an attacking team crosses the blue line I had a quick sense that this entry looked offside but no whistle resulted. The attacker continued to carry the puck a good fifteen feet inside the zone when a defender tripped the King puck carrier. I raised my arm and as I blew my whistle I heard the sound of the linesmans whistle being blown simultaneously with mine. I approached the linesman and asked what had happened. He said the play was offside and he was slow in blowing the whistle; 15 feet slow! There was no way that I was going to penalize a team for a trip that had no bearing on the play as a result of an offside that should have been blown down well in advance of the trip. Problem was Terry Murray, the players on both teams and close to 20,000 people saw me raise my arm to call the obvious trip! I communicated my decision and reasons not to assess the penalty to Murray. In spite of Terrys protest that I couldnt take away a penalty that everyone in the building saw me call my final decision stood. My last comment to Terry at the Kings bench was that in the NFL it would be announced as an "errant flag". On this night in the Staples Center he could consider it as an "errant arm"! I skated over to the penalty box, clicked on my microphone and make the official announcement, "There was no penalty on the play as a result of the offside at the blue line." The linesman quickly dropped the puck in the neutral zone and it was "game on." Common sense and sound judgment prevailed. Miller, 33, was having a terrific season in Buffalo, posting a .923 save percentage in 40 games before he was traded to St. Louis. From there, Miller struggled down the stretch, with aa .903 save percentage in 19 regular season games before an .897 save percentage in the first-round playoff loss to Chicago. That finish might have dimmed his star somewhat, but Miller has a repuation earned with a save percentage of .919 over the past five seasons, during which no one has registered more saves than Millers 8278. That rep isnt everything, though. Miller is a 33-year-old who last made it out of the first round of the playoffs in 2007 and his .925 even-strength save percentage over the past four seasons ranks 22nd out of 43 goaltenders to play at least 4000 5-on-5 minutes. Following their abrupt playoff departure, the Blues changed their goaltending approach, retaining Brian Elliott with the expectation that they would add prospect Jake Allen to the tandem for next season. Whether Miller is at the peak of his game isnt necessarily the point though, because hes an upgrade in net for Vancouver; more proven than Eddie Lack or Jacob Markstrom, and thats what matters for the Canucks over the next three seasons. If they are going to remain competitive for at least a few more seasons, then the Canucs cant be stumbling around with question marks in goal, hoping that it will work out. New Canucks GM Jim Benning was instrumental to the Buffalo Sabres decision to draft Miller in 1999, so its not altogether surprising that Benning would turn to Miller to help the Canucks now. Miller doesnt guarantee success for the Canucks, but if he can provide at least average, or ideally above-average, goaltending, then the Canucks have had good enough possession numbers to compete for a playoff spot if they get decent goaltending. Off-Season Game Plan looks at a Flyers team that has challenges going forward, as they try to fit under the salary cap and try to maintain their hold on a playoff spot. New GM Ron Hextall has lots of talent on hand, but has issues to face too. For one thing, they ranked 23rd in puck possession last season and its not easy to sustain success when the other team has the puck so frequently. Perhaps the biggest issue to handle this summer will be what to do with Vincent Lecavalier, last summers big free agent acquisition who fell flat after joining the Flyers. A buyout would be awfully expensive, so maybe the Flyers could find team willing to take on Lecavaliers contract while Philadelphia pays some of the salary. The Flyers have enough skilled players, and young, developing forwards, that they should still be decent on the attack. Then, there is the defence, where they are faced with the prospect of losing their best defenceman, Kimmo Timonen, to retirement, and are paying a lot of money to guys who arent pusing the puck in the right direction when they are on the ice. It might be easier to convince Timonen to play another season, to buy some time, rather than overhauling a defence corps that needs improvement. Even once the lineup is sorted, Hextall looks at a goaltending situation which remains a question mark. Steve Mason is coming off a good year, his best since his rookie year of 2008-2009, but what happens if Mason regresses towards his previous norm? Hextall appears to be taking the long view to his new job. "I like young players and I like draft picks," Hextall told CSN Philly. "My vision is to build this team and to continue to make this team better through the draft. That doesnt mean we wont make trades. At some point if its a good enough player, and weve got to trade a young player, we may look at that. But its not a vision of mine to trade young players for older players." With all of the decisions that Hextall gets to make as a first-time GM, he has a team that will expect to make the postseason again next year, yett hes walking a fine line, fine enough that a few wrong decisions or even a couple of bad breaks could be enough to cost them. Of course, the flip side is that the Flyers are close enough that a few sharp decisions and a few good breaks could put them right back in the playoff mix again next season. Hes one of the premier power play point producers in the league and no one has scored more total points in the past four seasons. Jakub Voracek has emerged as a real offensive threat, a solid complement to Giroux on Philadelphias top line. Over the past two seasons, Voracek ranks 23rd with 108 points and hes a skilled, big winger that can be difficult to remove from the puck. Voracek, 24, also happens to be hitting his prime. Coming off a career year, Wayne Simmonds had career-highs in goals (29), assists (31) and points (60), while playing a career-high 16:46 per game. Hes missed nine games, total, in six NHL seasons and only two players (Alex Ovechkin, James Neal) have more than Simmonds 32 power play goals over the past three seasons. Hes not an ideal possession player, but contributes plenty otherwise. A solid two-way player who plays tough minutes, against quality opposition with more defensive zone starts, Matt Read has also scored 57 goals in three seasons and played a career-high 18:48 last season. Hes valuable because he can play a variety of different roles and ranked third among Philadelphia forwards in ice time per game. Read frequently rides shotgun with Sean Couturier, the 21-year-old who plays a shutdown role. He scored a career-high 39 points last season, but only three of those points came on the power play, so there is potential for more offensive production if he is given the opportunity. He had 96 points in each of his last two junior seasons and scored 28 points in 31 AHL games as a 20-year-old, so the pedigree is there for Couturier to take on a bigger role offensively, if he gets the chance. Vincent Lecavaliers game went off a cliff last season. He had poor possession numbers, despite offensive zone starts and relatively easy quality of opposition; 37 points in 69 games was his lowest points per game since 2001-2002 and he ended up playing 15:11 per game, his lowest time on ice since his rookie year, 1998-1999. Hes still under contract for four more seasons which is more than a little problematic for a 34-year-old coming off a bad year. Austrian winger Michael Raffl made a surprising jump to the NHL, almost directly from Leksands in Swedens second tier, and while his production was modest, he had respectable possession stats, which makes him a reasonable option as a depth forward. Hes 25 and may not have enough offensive upside to fit higher on the depth chart. Hes a physical presence on the fourth line, but Zac Rinaldo gets buried in possession terms, and has seven goals and 470 penalty minutes in 165 career games. Among those lucky few who play enough to register at least 400 penalty minutes over the past three seasons, Rinaldos production is on the low end. Jay Rosehill has fought 14 times in 45 games over the past two seasons, so hes a heavyweight face-puncher, if thats required. Hes also put up eight points in 117 career games and has been overmatched when it comes to puck possession, which is why he ends up as a part-time player. Progress has been gradual for Brayden Schenn, who did set career-highs with 20 goals and 41 points last season, but he also had poor possession stats despite facing relatively easy competition. It may be fair to wonder whether Schenn and Couturier are blossoming as effectively as possible, as they both compete for playing time down the middle behind Giroux. As the Flyers look to improve long-term, yet also under some financial constraints, they could look to free agent wingers like Mason Raymond, Benoit Pouliot or Radim Vrbata as possibilities to fit in a scoring role without necessarily breaking the bank. Streit may not be driving play, but the Flyers can do worse than getting respectable possession numbers to go along with his offensive production. Its difficult to imagine what the Flyers saw from Andrew MacDonald in 19 games to warrant a six-year, $30-million contract extension, because MacDonald has been a puck possession nightmare, whose with-or-without-you stats show that nearly everyone fares better without him. There has been some evidence that his neutral zone defence is an issue, and that would have to improve in order to give MacDonalds new contract some value. Braydon Coburn hasnt materialized offensively the way that might have been expected after a 36-point season in 2007-2008 but, as a big guy who can skate and move the puck, hes been able to hold his own in a shutdown role. The question going forward may be just how effective Coburn could be if Kimmo Timonen doesnt return. Its pretty clear that, over time, Coburn has been better with Timonen. Stay-at-home defender Nicklas Grossman scored a career-high 14 points last season and that indicates certain limitations to his game, the same that are inherent to many stay-at-home defensive defencemen. Grossman gets eaten alive in relative possession terms, yet he played more last season (1491 minutes) than he had in any previous season. This is the disconnect that comes between old-school coaching and analytics that emphasize positive shot differentials. After a decent showing in his first (lockout-shortened) season in Philly, Luke Schenns game regressed dramatically. In six NHL seasons, Schenn has alternated between having seasons with at least 21 minutes of ice time per game seasons in which hes played fewer than 17 minutes per game. Last season saw him play 16:32 per game and his per-game scoring rate (0.15 points per game) was the lowest of his career. Even with that reduced ice time, Schenn ranked third among defencemen with 260 hits last season, which means he didnt have the puck that much, but the Flyers may need Schenn to handle a bigger role again in the future. There are some holes on the Philadelphia defence. Maybe it was part of the reason that they were so quick to sign MacDonald to an extension. A mobile, undersized defenceman, Erik Gustafsson couldnt earn a regular spot on the Flyers blueline and made the decision to sign in the KHL for next season. Chris Pronger, while on the payroll, hasnt played since November 19, 2012 and isnt going to play again. 39-year-old Kimmo Timonen could be on his way to retirement, but it wouldnt be a surprise to see the Flyers or another team try to convince him to keep playing. Timonen has been a stalwart on the Flyers blueline, putting up strong possession numbers while facing top-tier opposition. If he really is going to leave, that would create a significant hole. Philadelphia could use a quality addition on defence even if Timonen returns, so if Timonen leaves, might as well make it two. Free agents Sami Salo, Anton Stralman or Raphael Diaz might help and taking a shot at top AHL defenceman T.J. Brennan (from nearby Willingboro, NJ) might improve the Flyers ability to move the puck from the back end. But, in 68 games with the Flyers, Mason has a .920 save percentage. His real value may be some point in between, but having a point in between counts as progress. Should the Flyers lose Ray Emery to free agency, they will need to find a suitable backup for Mason. How much the Flyers will be willing to spend will likely depend on cap space, but a veteran with some measure of reliability would be ideal. Hes not big, but Gostisbehere can skate, move the puck and work the point on the power play. Taken in the third round in 2011, Nick Cousins is a two-way centre who went through a learning process in his first pro season. Hell need to get stronger and continue to improve if hes going to take the next step, but the 20-year-old can play a feisty game that should endear him to the Flyers. Acquired from Carolina in January, 2013, Mark Alt is defenceman with good size and physical game who had a solid first pro season, during which he saw power play time and played a big role in the AHL. A second-round pick in 2012, Anthony Stolarz has posted a .924 save percentage in 55 OHL games since leaving Nebraska-Omaha. At 6-foot-6, Stolarz has prototypical size, yet hes a 20-year-old goaltender so its likely to take some time before hes ready to mount a challenge for an NHL job. Drafted in the second round last summer, Robert Hagg is a steady defensive defenceman who joined Adirondack late last season after a solid season in the Swedish Hockey League. He could use time to develop, but Hagg holds promise as a well-rounded blueliner. Undrafted winger Jason Akeson has forced his way into consideration for a spot with the Flyers, after scoring 172 points in 208 AHL games over the past three seasons. He took a regular spot in the Flyers top nine in the first round of the playoffs, and had respectable possession stats to show for it. Power forward Tye McGinn was a fourth-round pick in 2010. Hes scored seven goals and 10 points in 36 NHL games since, and had 34 goals and 61 points in 100 AHL games over the past couple seasons. A fourth-round pick in 2012, Taylor Leier is a skilled two-way forward who plays on a powerhouse Portland team and has improved steadily over three WHL seasons. Signed as a free agent after he failed to come to terms with the Columbus Blue Jackets, Petr Straka has some offensive upside and was okay in his first pro season. Hell need to produce more to warrant further promotion. Undrafted out of the Western Hockey League, Brandon Manning is making it hard to ignore his contributions, racking up penalty minutes to go with improving point totals. This week, topics covered are the Jays declining to make qualifying offers for Josh Johnson and Rajai Davis, the Jays deciding to pick up options on Casey Janssen, Adam Lind and Mark DeRosa but declining to keep Munenori Kawasaki, and if a new hitting coach can make that big a difference. 1) The Jays declined to make qualifying offers for Josh Johnson and Rajai Davis. Was that the right call in both cases - the Jays will get no compensation when they sign elsewhere. The Blue jays did not make a $14.1M qualifying offer to either Josh Johnson or Rajai Davis therefore they will get no compensation for either player if they opt to sign elsewhere.  They can still sign the players if they so desire.   The Jays decided that the risk of offering either the money is that they would take it.  Rajai Davis has visions of getting a multi-year deal from someone who looks at him as a starter.  His stolen base numbers (45 of 51) are attractive but his on base percentage is not (.312).  As they say, "You cant steal first base."  Davis made $2.5M is 2013.  He is a decent 4th outfielder on a good team.  The Jays made the right decision not to make a qualifying offer to him.  If he wants to return to Toronto he may be worth a two-year $5M deal but I would have no interest in anything more than that for him.  Josh Johnson made $13.75M in 2013.  He was injured half of the season and didnt perform well.  He was significantly overpaid considering his 2-8 record and 6,02 ERA.  If the Jays had offered Johnson $14.1M for 2014 he would have taken it.  Considering his health issues Johnson will most likely be looking at free agent offers that include a base salary in the $6M range with incentives to earn more if he stays healthy.  The Jays should not try to resign Johnson for any price.  He is too unpredictable.  That is the last thing Toronto needs again is uncertainty in its rotation.  In their division the jays need bang for their bucks.  They cant afford to have dollars wasting away on the DL and they had a bunch of that this past season.  Of course, things happen and players get hurt.  But if you sign Johnson you have to expect that he will not make 33 starts for you.  That just doesnt work.  So, yes, it is a bummer that the Jays wont get compensation for either guy but it is the nature of the beast in baseball today.  2) The Jays decided to pick up options on Janssen, Lind and DeRosa but declined to keep Kawasaki.  Do you like those decisions? (many fans wanted to keep the younger and enthusiastic Kawasaki). I absolutely agree with all of these decisions.  Casey Janssen had a terrific season.  He is slated to make $4M in 2104.  That is an absolute bargain for a closer that was 4-1with a 2.58 ERA who converted 34 of 36 save opportunities.  Whether the Jays want to keep Janssen or trade him he is a real value to the franchise at that price.  Adam Linds salary next season is more than Janssen.  He is slated to make $7M.  That is a bargain as well, though, for a .288/.357/.497 slash line as well as 23 HR and 67 RBI.   Plus being able to have a power bat for one year allows the Jays flexibility with the payroll moving forward.   Lind is a trade chip for the Jays if it fits as well.  He gives Alex Anthopolous an option to consider moving in a trade for a pitcher.  He is affordable power.  Small, medium and large market teams alike could have interest in Lind. Mark DeRosa will be 39 in February.  He still has value to a team however.  He is versatile.  He is a quality veteran player who understands his role and is a leader.  With a salary of only $750,000 he barely impacts the budget.  Although health was an issue last year, DeRosa still had an impact.  He is a guy that is good to have around during tough times.  He offers stability and perspective gained through his years of experience.   There will always be trade interest in a veteran guy like DeRosa   There has been some speculation that DeRosa might retire but so far his return to Toronto is likely. I know there are plenty of fans who fell in love with Munenori Kawasaki last season His passion for the game was obvious. He doesnt hit for average or power and doesnt possess any great tool for the game beyond his passion to play.  Overall he is short on talent and talent wins in the big leagues.  His $1M price tag became too much once the decision to keep DeRosa was made.  This doesnt preclude the Jays from signing Kawasaki to a minor league deal and bringing him into camp for a chance to compete however.  3) They Jays hired Kevin Seitzer to be their new hitting coach - the third in three years. The Jays were disappointing .252 hitters last year - can a new hitting coach make that big a difference and what are your impressions of Seitzer in that capacity? I played in the minor leagues against Kevin Seitzer in 1984.  I was in Class A with the New York Mets in Columbia, SC and Seitzer played for the Royals Class A team in Charleston, SC.  I remember Seitzer as a player almost as much as I remember the swarms of Palmetto bugs at night games and the amazing quarter beer night crowds that came out to the ballpark.  Back then Seitzer was a smart player who had a good eye at the plate.  He didnt have much power but he did have quality professional at bats day in and day out.  He hit from line to line using the entire field.  He walked more than he struck out and was a good situational hitter.  He went on to have a solid major league career over a 12-year span.  His major league numbers never deviated much from what he showed as a minor leaguer.  So why is a guy who had such little power in his own career a good fit for a team full of power hitters?  Because he can instill a new fresh perspective and approach.  The Jays have been a "grip it and rip it" mentality over the last several years.  They have scored their runs via the home run.  There is nothing wrong with that but the game offers so many more opportunities to score besides the home run.  If hitters make small adjustments in their swing and their approach they can make significant improvements in certain situations.  The Jays need to be better at advancing runners with productive outs.  Seitzer can help.  With a man on second and no one out a batter should be looking to advance the runner to third with a ball hit to the right side of the infield.  The Jays of recent past have struck out or popped up too much in those situations.  With a man on third and less than two outs hitters need to put the ball in play and drive in a run.  The Jays have been too prone to striking out in those situations.  The hitters need to think differently and cut down their swings a bit to make more contact. Hitting is more mental than physical at the major league level.  When a batter is struggling it is rarely his swing that is the problem.  More often than not it is his head that is causing him problems.  Players over think or under think.  They get caught in between pitches; behind the fastball and in  front of the off-speed pitch; unable to hit either.  Seitzer will be more of a hitting psychologist than mechanic for the Jays.  If they listen to him and make the appropriate adjustments they could lead the league in runs scored.  Fair or Foul Baseball fans are in hibernation now.  The weather is getting cold and it is the heart of the NHL season. The players and coaches have all returned to their hometowns.  They are hunting and fishing and taking vacations with their families.  The guys are able to take their kids to school and do many of the husband and dad things that they dont do during the season.  They will start getting in shape after Thanksgiving for the 2014 season.  As a member of the front office the work never ends.  Its 162 games and then the work starts.  Alex Anthopolous and his staff dont have an off-season.  This is as busy a time of the year as there is in a baseball front office.  Anthopolous is reading reports from his Instructional League program in Florida.  He is perusing the game reports and scouting reports from Winter Leagues in the Caribbean and Mexico and the Arizona Fall League.  He and his staff are evaluating the players on the major league and minor league rosters.  He is deciding which players he is going to protect on the roster and which he will not.  He is evaluating the arbitration values for the applicable players on his roster.  He is negotiating with agents in advance of arbitration to see what deals can be made.  Anthopolous is discussing with his minor league director the needs for his AAA team next season, as he will need depth and inventory to compensate for injuries in Toronto.  He is negotiating contracts with agents for these non-roster invitees to major league camp.  He is analyzing off-season conditioning programs for all of the players with his training and medical staff.  He is calculating his payroll budget for next season with ownership.  He is studying every team in baseball to identify which clubs the Jays match up with in trades... ... and finally he is deciding what he wants for dinner at the end of this very full day. The job of a general manager is 365 days a year and 24 hours a day.  You are on call all the time.  If a player needs you then you take the call.  If an agent calls you always call back for fear that you could lose out on a deal.  If another GM is on the phone you drop all that you are doing just in case he has a trade proposal that could make your team better.  Let me correct myself; it is not a job being a general manager.  It is a lifestyle.   It takes a very understanding family.  The demands are never-ending and at times it is all-consuming.  I know there are so many of you that would kill to be a GM but just remember it is a job.  Like any other job, there are things that you like about it and things that you dislike.  I was a GM for the Mets from July 1997 to June of 2003.   When people ask me how long I was a GM I joke that I did it for 42 years.  It was six years but they were like dog years.  I started out with brown hair and ended up with it being almost completely white.  I for one would never take a GM job again.  The next step would be to lose my hair and I just cant take that chance.
