Washington might have a travel-weary captain against the Blackhawks, but my guess is this conspicuously proud Russian will be energized by the torch honour. That goes beyond the groups initial directive, which was first limited to seeking potential stadium sites in Erie County, where Buffalo is located. Another idea is having the Bills relocate their headquarters to the University at Buffalo campus in the Erie County town of Amherst, where a new practice facility would be built and shared with the schools football team. That proposal would satisfy a long-term need for a Mid-American Conference program seeking to broaden its profile. Though not a member of the working group, New York state Sen. Tim Kennedy told the AP he is aware of the preliminary discussions tying the Bills and the school. A person familiar with the discussions confirmed the Bills/UB plan has been raised. That person wasnt authorized to publicly discuss the subjects raised in the private meeting and spoke to the AP on condition of anonymity. Duffy and Dyster are among 20 members of the stadium group, which was established to make recommendations on whether the Bills require a new facility or should continue playing at Ralph Wilson Stadium, their 41-year-old home in Orchard Park. The group was formed as part of a 10-year, $271-million lease agreement the team reached with the state and Erie County in December 2012. The groups role in helping determine the Bills future took on more significance after Ralph Wilson, the teams owner and founder, died on March 25. Wilsons widow, Mary Wilson, is now overseeing the team until the franchise is sold, which raises the possibility of the Bills relocating under a new owner. The Bills are essentially locked into playing at their current home through the 2019 season, because the lease features a $400 million penalty in the event the team broke it. Niagara Falls is 30 minutes closer by car than Orchard Park to a growing southern Ontario fan base. The Bills estimate Canadians make up about 18 per cent of their season-ticket base. Kennedy favours the proposal of linking the Bills and the university but is against a stadium site outside of Erie County. "The Buffalo Bills were born in Buffalo and should stay in Buffalo," Kennedy said. "At least in Erie County. If were talking about a new stadium Id like to see it built in Buffalo proper." Kennedy said a new stadium with a dome or a retractable roof could be part of a larger development, including a new convention centre. The new facility would boost efforts to re-energize downtown Buffalo, he said, and could even make the city a contender for hosting the Super Bowl, he said. Former Erie County Executive Joel Giambra said the southern Ontario market is critical to the Bills future. Giambra said Wilson discussed with him the possibility of the team playing home games in St. Catharines, Ontario, while maintaining its headquarters in New York. LOS ANGELES -- Los Angeles Clippers co-owner Shelly Sterling would remain close to the organization under terms of the pending sale to former Microsoft CEO Steve Ballmer, according to two individuals close to the negotiations. The individuals, who are not authorized to speak publicly, told The Associated Press the $2 billion deal allows for up to 10 per cent of the team -- or $200 million -- to be spun off into a charitable foundation that Shelly Sterling would essentially run. The deal was negotiated by Shelly Sterling after husband Donald Sterlings racist remarks to a girlfriend were publicized and the NBA moved to oust him as team owner. One of the individuals said Shelly Sterling and Ballmer would be co-chairs of the foundation. The individuals said the foundation would target underprivileged families, battered women, minorities and inner city youths. "To benefit those on the receiving end of Donalds rather abhorrent remarks," one individual said. The idea to allow Shelly to continue some role was floated early on by her attorney, Pierce ODonnell -- neither he nor Shelly Sterling responded to a request for comment -- and it was enthusiastically agreed to by the NBA. "The NBA was all over it in terms of support," one of the individuals said. "It gave her a meaningful role and stake in the team, and gave the NBA 100 per cent sale of the team." However, the NBA made clear she wouldnt be involved with the basketball franchise. "It is not accurate that Mrs. Sterling will have a role with the Clippers or stake in the team," NBA spokesman Mike Bass said. Donald Sterlings attorney, Maxwell Blecher, did not comment. But its unclear if this deal will ever materialize as Donald Sterling still had not signed off on the deals terms because the NBA would not agree to revoke its $2.5 million fine and lifetime ban, according to one of the individuals. Donald Sterlings federal lawsuit alleges that the league violated his constitutional rights by relying on information from an "illegal" recording that publicized racist remarks he made to a girlfriend. It also said the league committed a breach of contract by fining Sterling $2.5 million and that it violated antitrust laws by trying to force a sale. For weeks, Donald Sterling said through his attorneys that hed fight the NBAs attempt to oust him as a team owner. But last week Shelly Sterling utilized her authority as sole trustee of The Sterling Family Trust, which owns the Clippers, to take bids for the team and ultimately negotiate a deal with Ballmer. Under the deal Shelly Sterling would also get the title of "owner emeritus" and be entitled to continuing perks such as floor seats, additional seats at games and parking. One of the individuals said the deal also includes conditions that allow Ballmer to buy back the 10 per cent portion of the team for a pre-designated price upon Shelly Sterlings death. Even more stunning since Dwight Howard appears to be on his way out and one would have assumed the team would be entering a rebuilding phase as a result. Still, its not hard to see why Richardson took the money when most teams wanted to force him into a midlevel deal. Celtics re-sign: Jeff Green (1 year, $9-million) That deal is worth $18-million after the luxury tax hit, which is an insane amount for a backup small forward. Despite the fact that Greens impact was much smaller with Boston than it was with Oklahoma City last year, his per-minute stats were basically unchanged. Unless Boston can find him a bigger role, however, this deal makes no sense at that price. Mavericks acquire: Vince Carter (1 year, minimum salary) Carter will slide into DeShawn Stevensons old minutes without offering nearly the defensive abilities but might offer more on offense (though DeShawn shot better from three last season). Knicks acquire: Mike Bibby (1 year, minimum salary) Bibbys career is winding down but hes still getting cheap deals from upper-echelon teams looking for his veteran leadership. The Knicks lack experience on the perimeter after amnestying Chauncey Billups, so this is a cheap way to inject some this season. Heat re-sign: Mario Chalmers (3 years, $12-million), James Jones (3 years, $4.5-million) Chalmers never capitalized on the potential many saw for him, losing starting spots to guys like Carlos Arroyo and Mike Bibby. Jones is a stellar corner sniper whos minutes are uncertain with arrival of Shane Battier. Hawks acquire: Vladimir Radmanovic (1 year, minimum salary) A long-range shooting combo forward that is finally being paid in line with his production and reliability. Jazz re-sign: Earl Watson (2 years, minimum salary) Watson makes a lot more sense for the team this year since its now loaded with a young core in need of veteran leadership. Raptors acquire: Aaron Gray, Anthony Carter, Rasual Butler (1 year, minimum salary) Gray is a solid depth big with more left in the tank than Magloire. Carter is a tremendous locker room presence and total "coachs player". Butler, meanwhile, has seen his game fall of a cliff and will see more burn in practice than in games. Thunder re-sign: Daequan Cook (2 years, $7.5-million) Long-range sniper is an ideal inexpensive fit for a team with the 19th best three-point shooting percentage last season (.347).
