The report, named 'The ugly side of the beautiful game: Labour exploitation on a Qatar 2022 World Cup venue' is based on interviews with 132 migrant construction workers - all of whom reported abuse.
Amnesty International Secretary General Salil Shetty says the findings show FIFA has failed to stop the World Cup from being built on human rights abuses.
"The abuse of migrant workers is a stain on the conscience of world football," Mr Shetty said.
"For players and fans, a World Cup stadium is a place of dreams. For some of the workers who spoke to us, it can feel like a living nightmare."
Examples of abuse that workers reported on include being paid lower salaries than promised, being paid months late, living in cramped accommodation and confiscating passports without issuing exit permits so they could not leave the country.
